Evaluation of the Programmes Urban Restructuring in the New Federal States and the Old Federal States of Germany

In the context of ongoing, profound structural changes and the German reunification, the national government launched large funding programmes for urban restructuring projects. On behalf of the German government, we have been evaluating the achievements and challenges of these measures. The extent to which both pro-grammes could be merged into a common and enhanced urban restructuring programme was the main goal of the comparative analysis.

The evaluation confirms:
There is a need for urban reconstruction due to the increasing severity with which the demographic and eco-nomic structural changes affects the urban planning functions and the quality of cities and municipalities in the new and the old federal states. These developments show significant regional differences, in which the gap of shrinking and structurally weak as well as more stable and growing municipalities is constantly widening.

The evaluation concludes:
Urban restructuring projects will continue to fulfil an important role for municipalities in growing as well as shrink-ing regions. Already today, the loss of functions and deficiencies in the inner cities are visible and can be ex-pected to increase in both regions. In line with the concept of integrative city planning, the urban restructuring projects will have to take into account issues of climate change adaptation.

The evaluation recommends:
Since both programmes demonstrate little differences in their strategic goals and implemented measures, the content provides strong arguments for a common urban restructuring programme. Specific recommendations for the common programme include to incorporate the so far separated funding conditions for the new federal states and to maintain a high level of flexibility and adaptability.
